SECTION 8 – LICENSING

8.1 Overview

This section outlines the licensing requirements relevant to events held at Plas Heli. It covers alcohol licensing, Temporary Event Notices (TENs), public entertainment considerations, drone usage, and any permissions required from external authorities. These arrangements ensure compliance with local regulations and support safe, well‑managed events.

8.2 Alcohol Licensing

Plas Heli operates under a premises licence issued by Gwynedd Council. Where alcohol is sold or supplied during an event:

• The bar must be operated by authorised Plas Heli staff.
• All bar staff must comply with the Challenge 25 policy.
• Alcohol may only be sold during the licensed hours permitted by the premises licence.
• No external alcohol sales may take place without prior approval.
• Any event‑specific restrictions issued by Gwynedd Council must be followed.

The Duty Manager may restrict bar opening hours based on event requirements, staffing, or safety considerations.

If an event requires additional bar locations or special arrangements, a Temporary Event Notice (TEN) may be required.

8.3 Temporary Event Notices (TENs)

A TEN may be required for:

• additional bar areas
• extended alcohol service hours
• amplified music or entertainment outside normal licensed conditions
• activities not covered under the Plas Heli premises licence

Where a TEN is required:

• The Duty Manager or Plas Heli management will submit the application.
• Applications must be made at least 10 working days before the event.
• The event organiser must comply with any conditions attached to the TEN.

8.4 Music, PA Systems & Noise Management

Events using outdoor PA systems, commentary, or amplified sound must:

• comply with local noise expectations
• avoid prolonged high‑volume output
• direct speakers away from residential areas where possible
• follow any restrictions set by Gwynedd Council or SAG

The Duty Manager may reduce or suspend PA use if noise levels become problematic.

8.5 Harbour & Slipway Permissions

Plas Heli works closely with the Pwllheli Harbourmaster. Events using the slipway, marina, or harbour waters must:

• follow Harbourmaster instructions
• maintain safe public access
• ensure safety boats and committee boats operate within agreed areas
• avoid obstructing commercial or public navigation

Any additional permissions required for major events will be coordinated by Plas Heli management.

8.6 Drone Use

Drone use during events is not permitted unless:

• authorised by Plas Heli management
• operated by a qualified and insured drone pilot
• compliant with CAA regulations
• flown within designated safe zones
• approved by the Event Safety Officer

Unauthorised drone use must be reported immediately to the Duty Manager.

8.7 Insurance Requirements Linked to Licensing

Licensing arrangements must align with event insurance provisions. The following must be in place:

• Plas Heli public liability insurance
• Class association or event organiser insurance
• Safety boat insurance (where boats are hired or loaned)
• Volunteer cover under Plas Heli’s policy
• Additional insurance where TENs introduce higher‑risk activities

Copies of insurance documents should be available to the Duty Manager and Event Safety Officer.

8.8 Local Authority Conditions

Where Gwynedd Council or SAG impose event‑specific conditions, these must be:

• communicated to the Event Safety Officer
• included in the Event Briefing
• followed by all event personnel
• reviewed during the daily safety meeting

Examples may include:

• waste management requirements
• parking restrictions
• limits on amplified sound
• emergency access routes
• public interaction controls

8.9 Compliance Statement

All event organisers, volunteers, and contractors must comply with:

• Plas Heli’s premises licence
• any Temporary Event Notices
• Harbourmaster instructions
• CAA drone regulations
• Gwynedd Council conditions
• SAG recommendations
• Plas Heli operational policies

Failure to comply may result in suspension of activities until the issue is resolved.
